As an additional clause of the upcoming "Dali Business Fire Safety Inspection Rules", the new regulations are guiding norms, not mandatory requirements, and will not set artificial thresholds for merchants.
Recently, media reports reported that the Dali Municipal Protection Administration in Yunnan Province will initiate the application for the Dali Business Permit from July 1st to further strengthen protection and management. However, the provision requiring merchants to "not use candles during power outages" in the fire safety regulations implemented in conjunction with it has caused a lot of controversy. Some netizens expressed understanding and believe that most of them are made of wooden structures, and some dangerous equipment should be prohibited; Some netizens also believe that this is a manifestation of "lazy politics" and cannot withstand scrutiny.
On June 30th, the Dali Municipal Protection Management Bureau provided the controversial "Fire Safety Inspection Rules for Dali Business Owners". The "Rules" establish strict standards for the installation of indoor electrical and electrical wiring, as well as the configuration of fire protection facilities such as fire extinguishers, for internal business owners. The provision that business operators are not allowed to use candles during power outages appears in the additional provisions of the "Rules". The additional clause also mentions that business operators are not allowed to use honeycomb coal; Do not use electric stoves, electric heaters (small suns), or firewood for heating; Do not use liquid alcohol, charcoal fire, etc. as heating materials for hot pot or dry pot.
It is understood that the "Rules" apply to all business operators engaged in civil and commercial production and operation activities within the Dali Key Protection Zone, and specify that merchants must strictly undergo fire safety inspections in accordance with the provisions of these Rules before applying for other licenses. This means that complying with the relevant requirements of the "Dali Business Household Fire Safety Inspection Rules" will be a necessary condition for merchants to obtain the "Permit". Faced with the upcoming regulations, a merchant in Dali expressed that although they understand and support the protection work, is there a better way beyond the "habitual practice of banning it"?
In response, the Chief of the Operation and Management Department of Dali City Protection Management Bureau explained that the statement "candles are not allowed to be used during power outages" is a misreading of the document content. The additional clause in the "Rules" is "flexible guidance" rather than "mandatory requirements", which is a suggestion and advocacy for merchants in the next step of protection management work. It is not to immediately ban it after it is proposed, but to gradually guide merchants to use less or no open flames such as candles. The specific operation will also be humanized, and the new regulations will not become a artificial threshold for merchants.
It was also stated that the issuance of the "Permit to Operate" to business owners and the implementation of the "Dali Fire Safety Inspection Rules for Business Owners" are only means of standardized management, and are standards developed based on the lessons learned from multiple fires and thorough investigation. The purpose and original intention of linking relevant departments such as fire protection, environmental protection, public security, industry and commerce with protection management departments is to better protect and manage.
